She spent her early years in Southington before moving to Mooresville, North Carolina. Kelly graduated with a Bachelor of Fine Arts in acting from The Theatre School at DePaul University in Chicago in 1992. After completing her education, she moved to California to pursue a career in acting. Throughout her life, she maintained a close relationship with her family, often returning home to Connecticut during the holidays.

Her most notable role was as Laurie Forman, the promiscuous older sister of Eric Forman, on That '70s Show. She appeared in the first three seasons of the show, leaving midway through the third season. Her character was written out of the show to "attend beauty school." Kelly returned to the show in the fifth season for four episodes but was replaced by Christina Moore in the sixth season.
In addition to her television work, Kelly appeared in several films, including Amityville Dollhouse, Late Last Night, and Jawbreaker. She also had roles in TV movies such as The Food Chain: A Hollywood Scarytale.
Despite her early success, Kelly's career was marred by personal struggles, including legal issues and substance abuse problems. She passed away on August 15, 2013, at the age of 43.
